Under the IMO convention, all ships in international traffic are required to manage their ballast water and sediments to a certain standard, according to a ship-specific ballast water management plan. All ships  have to carry a ballast water record book and an international ballast water management certificate. Most modern ships have an onboard ballast water treatment facility. However, many older ships do not have such equipment onboard. In other cases such equipement can be broken in need for repair. In such cases a port treatment facility can avoid problematic mixing of ecosystems and introduction of invasive species. Such systems are available and can be made mobile either by truck on placed on a barge.
